Discover how the Massachusetts Workforce Training Fund Program (WTFP) can benefit your company

Update as of 4/1/2026:

Just announced on 4/1/2026, by Commonwealth Corporation, Massachusetts has made a major change to the Workforce Training Fund:

  • Employers with 51–100 employees can now receive 100% reimbursement through the Express Program
  • The General Program cap increased to $200,000
  • Employers can now use Express + General grants at the same time

Why this matters: mid-sized employers can now train employees with little to no cost, while also accessing more total funding than ever before. If you’ve been holding off on training, this removes a major barrier.

What is the Express Grant?

The Express Program is designed to help businesses respond quickly to change and keep employees engaged. Eligible Massachusetts companies are funded with $15,000 per calendar year, covering up to $300 per instructional hour, with a maximum of $3,000 per person per course. Grant applications must be submitted at least 21 days before the training start date.

How To Determine Eligibility:

The Express Program will adjust award amounts based on businesses’ Massachusetts employee counts at the time of application as follows:

Businesses with 1-100 Massachusetts employees, receive up to 100% reimbursement
*Eligible companies must also pay into unemployment insurance

My Company is Eligible, Now What?

Step 1: Choose Your Training

Step 2: Gather Required Documents for Application
Before applying, have these ready:

  • Obtain a Certificate of Compliance (New Requirement) – View step-by-step directions on how to request it here. (This doc expires within 30 days, so please plan accordingly).
  • Obtain a Certificate of Good Standing from the Department of Revenue. Please note, it must be dated within the last 6 month. Request it here.
  • Signed copy of your business’s Form W-9 within the last year
  • Federal Employer Identification Number (FEIN)
  • Current number of Massachusetts employees (including part-time and full-time)
  • Course ID of the training you’re applying for

Step 3: Submit Your Application
Once you have your documents, schedule a time with our grant expert, Rachel Gillis, for one-on-one support to submit your application.

Step 4: Get Approved & Get Reimbursed

  • Approval takes 3 weeks from Commonwealth Corporation
  • Once approved, register and pay for the training
  • After completing the training, submit a reimbursement form
  • Expect reimbursement funds 30-45 days later

No, this is a reimbursement program. You pay for the training first, then submit for reimbursement after training is completed. Funds are typically received within 30–45 days.

When should I apply for the Express Grant?

Applications must be submitted at least 21 days before training begins. Training should not start before the Express Service Agreement start date.

Can my company use both Express and General Program grants?
